VENUE INFORMATION FOR PARTICIPANTS
United Nations/Ukraine Workshop on Space Law
“Status, Application and Progressive Development of International and
National Space Law”
hosted by the Government of Ukraine
and co-organized by the International Center for Space Law (ICSL)
Kyiv, 6-9 November 2006
The United Nations/Ukraine Workshop on Space Law will take place at the Rus Hotel, Kyiv, Ukraine from 6 to 9 November 2006. The Conference room, the Secretariat and another extra room for unofficial meetings will be arranged in the same building.
Participants are requested to register at the registration desk to be set up on the same floor of the event, from 8:30 to 9:00, Monday, 6 November 2006. Upon registration, participants will be issued with badges that will allow them access to the Meeting room.
I. HOTELS
Two hotels of different classes according to participants’ preferences are available. The workshop will be held in the Rus Hotel and the President Hotel is located just a short walk distance from it.

II. TRANSPORTATION
Borispil International Airport is 38 km, or 24 miles, away from Kyiv and the taxi ride takes around 50 minutes. We recommend that participants take taxis from the airport to the hotel. Taxi order desks are located to the left from main entrance of "B" terminal and are opened 24 hours a day. The fee starts from US$ 25. Participants may obtain additional information at the airport information desk.
III. FOOD
1. Breakfast
Participants are recommended to have breakfast at the hotels during their stay. Breakfast is included in the price of a suite in both Rus and Premier Palace hotels. Breakfast is not included in the price of an economy suite at the President Hotel.
2. Lunches and Dinner
Participants may have their meals at the hotels’ restaurants which offer European and Ukrainian cuisine. Participants may also try numerous restaurants around the city centre.
3. Reception
Reception given by the Director of the National Space Agency of Ukraine and the President of the National Academy of Sciences of Ukraine is scheduled for the evening of 6 November 2006 and reception given by the Major of Kyiv, Mr. Leonid Chernovetskyi, is scheduled for the evening of 9 November 2006.
4. Social events
The Workshop’s programme includes a visit to Dnipropentovsk – one of the World’s largest centres of space industry. Participants will have an opportunity to visit two space industry giants – the Yangel State Design Bureau Pivdenne and the Makarov Machine Construction Factory. There will also be a special scientific session under the programme of the workshop on education and space law to be held at the National Centre for Aerospace Education of Youth.
A special one-day event will take place on 10 November 2006, after conclusion of the programme of the workshop. This event will include a visit to another Ukrainian city – Zhytomyr, which hosts a famous Aerospace Museum, dedicated to Serhiy Koroliov, a prominent rocket designer, as well as to the history of the cosmonautics of the former USSR and Ukraine. Participants wishing to make this visit should specify this in the section 22 of the Application Form.
The participants will also have an opportunity for a sightseeing trip around Kyiv.
IV. INTERNATIONAL CENTER FOR SPACE LAW
The Kyiv-based International Center for Space Law (http://www.spacelawcenter.org) is a research and consulting organization having international status. It was established in 1998 according to the Agreement between the National Space Agency of Ukraine, Russian Space Agency and Academies of Sciences of Ukraine and Russian Federation.
The Center’s priorities are:
- to assist in developing of space law research in Ukraine and Russian Federation;
- to resolve fundamental and applied tasks of the development and realization of the CIS member-states national space law in order to increase space activity effectiveness;
- to harmonize the CIS member-states’ space law with the international space law;
- to strengthen the cooperation with international organizations dealing with research and application of the space law;
- to give the legal support to the Program of Cooperation of Ukraine and Russian Federation in the field of exploration and peaceful uses of outer space;
- to popularize space activity and space law.
V. GENERAL INFORMATION
Kyiv is the capital of Ukraine with population of about 3 million citizens. It is situated on the Dnipro River and boasts architectural monuments that are recognized world treasures. Kyiv is the largest cultural, scientific and industrial centre of Ukraine, the place of religious pilgrimage and a very attractive tourist destination.Useful links:

VI. IMMIGRATION
Every person entering Ukraine must have a valid Visa issued by the Ukrainian Embassy or the Consulate office in the country of the traveler’s residency or origin.
A Ukrainian visa for entering the country is required for citizens of most countries.

VII. CLIMATET
he climate in Ukraine is temperate continental. In November, temperature ranges from 0° to +10°Ń. Normally, there is a plenty of rains at this time tough snow could be expected as well.
VIII. LOCAL TAXI SERVICE
Taxi can be ordered by phone or right in the street. If you want to order by phone, you can use these two easy-to-remember numbers 058 and 059. As a rule, official rate is about 1 hryvnia per kilometer.
IX. BANKING SERVICES AND CURRENCY
In Ukraine there are one hundred kopiykas for one hryvnia (UAH). Hryvnia can be easily converted to hard currency in any authorized bank of Ukraine or in numerous currency exchange offices. Please note that they do not exchange coins in Ukraine, so only banknotes are convertible.

Banks in Ukraine usually work from 9:00 a.m. till 3:00 p.m., Monday through Friday. Most banks are closed on Saturday and Sunday. A standard lunch hour is from 1:00 p.m. till 2:00 p.m. There are a lot of bank branches in the city center, so it will be easy to gain access to ATMs, cash travel checks or use other bank services. Among the first-rate banks of Ukraine are Pravex-Bank, Privat Bank, Aval Bank and Raiffeisenbank.
There are three main credit cards accepted in major restaurants, stores, hotels and other venues. These are Visa, MasterCard and Eurocard. However, note that credit cards are not widely in use in Ukraine and sometimes they will not be accepted (particularly if the matter concerns smaller shops, cafes and remote areas).
Traveler's checks are not widely accepted in Ukraine. It's recommended not to bring them (or bring only as a backup), as a high commission rate and much paperwork are always expected. If you still want to take some traveler's checks on your trip, take Thomas Cook or Visa, which are the most common in Ukraine. To cash traveler's checks you will need a passport and receipt of purchase. We recommend to cash checks in VABank or Oschadbank of Ukraine.
X. ELECTRICITY
The electrical current in Ukraine is 220V AC.
XI. INTERNATIONAL CALLS, POST AND INTERNET
For INTERNATIONAL calls, participants should first dial "8" and after the tone dial the international access code "10", then the country code, area code and the telephone number. International calls can be made through the UTEL company operator (call 8-191, 8-192, 8-193, 8-194) or through phone cards. VSEsvit phone cards for 10, 20, 50 or 100 hryvnias can be purchased at Boryspil airport (around the clock), as well as at call offices in Kyiv from 8 a.m. to 10 p.m. (in particular, at 10, Volodymyrska Street). Information on international calls available at 079.
Post offices in Kyiv are normally open for 8 hours a day. The central post office of the city is located at 22, Khreshchatyk Street, which is the main street of the city. Here one can send letters and packages, buy stamps and postcards, make long distance calls, use fax machines and so on. In Kyiv one can also use a variety of mail services provided by such internationally known companies as DHL Worldwide Express, Federal Express, Pony Express, TNT Express Worldwide and United Parcel Service.
INTERNET - all the rooms and the reception area at the hotel provide access to internet. Kyiv has a large number of Internet cafes, many of which are open around the clock.
XII. TIPPING
Tipping is not mandatory but usually expected in restaurants. Some restaurants put "Service not included" in their menu, and you will have to pay for the service as much as you consider necessary. Tipping can be 5 to 10 % of your total bill. Check your bill before paying. Tipping is not required in fast food restaurants, cafes, and other places where you order your food at a counter.
